For some reason my IP address was blocked, I have never personally edited Wikipedia and was interested in creating an account but I can't even do that. There are just a few grammatical errors I want to fix. I just need some help because my IP was blocked and I have never edited.

Did you actually click on the link I provided? It says "Welcome to the request an account page. This page is for requesting a Wikipedia account be created for you in the event that you are unable to create one yourself using the account creation page." Well, it's supposed to work faster than that, and probably does. There are a few things you can try (according to that page). It's possible the account was created and you just didn't get the email, for example.
