Support 2nd, the place in Surrey clearly isn't primary by usage but a DAB might be best as there are other uses (though may not be notable) at ceb:Ashley Park and Commons:Category:Ashley Park. Hmm, these other parks get even fewer pageviews: 99.3% of readers are seeking the actor, fairly strong evidence that an extra click isn't needed.

As for long-term significance, the subjective argument is that this is an actor in an internationally popular TV series, while none of the locations seems to be known outside of its vicinity, at all. A more objective argument is that Google News—one of the recommendations at WP:DPT—shows results almost entirely for the actor, while no other search engine is dominated by any one topic.
